Governments are always spinning what they do as a way to protect people. In this case, Topeka, Kansas cops say that they are trying to make sure that they make it home alive, but, when police departments are becoming increasingly militarized, who is really in danger here?
So, what are cops wanting you to do?
Put your hands in the air whenever you encounter a police officer.
Now, I don’t know about you, but this whole concept seems like a way to make people feel guilty before they even talk to a cop about anything. Even more insidious, it makes it pretty darn difficult to film corrupt cops when you are looking at them with your hands in the air. How are you going to film them breaking the law while they do it?

What do I think, I think they’re bonkers just as mentioned. How do I even know the person is really an LEO? There have been many cases of people masquerading as LEO’s even so far as having a flashing light on their vehicle as if they are undercover cars and pulling people over at night especially. Then there are those who are truly undercover that don’t even wear the typical LEO uniform and only have a badge on their belt or under their jacket. So technically, anyone could parade as an officer, even though it is against the law! How about they get their hands off the weapon? I mean that is considered intimidation if I were to do it; why do they have the right to intimidate me?

I am a former LEO and this if true it is the most stupid thing that I have ever heard of. What are they going to do if you don’t raise your hands? This is what having power go to your head. Who would know if they were? Is it going to be on 24 hrs a day? I don’t think I want to know about their outhouse duties. There are countless flaws and ways to circumvent any system.

I guess I am lucky; last time I was pulled over, I was out of my car before the officer was out of theirs. I knew why they pulled me over, new license sticker wasn’t posted. I did have it in my car, just hadn’t put it on yet. Guess I am lucky I wasn’t shot ; )
I think it’s a good idea, when law enforcement are dealing with punk, drop out, gangsta, uneducated, kids who have no respect for the law. & who only want to do is go around an steal, beat up, break into, shoot at, & cause terror in our community. I feel the police have the right to do just this. I don’t feel they would do this to an 80yr old lady, but if they pull over a punk, who wears his pants down around his knees, then the police should automatically be able to see his hands. The problem is they would/and WILL CAUSE more incidents! IE: turn it off, raise “the heat” push the suspect around THEN turn it on – as they do in San Bernardino CA. Not all cops are bad so why are all citizens presumed dangerous or bad. I have a concealed carry license. I got it after the two Topeka cops were killed a block from my house. Just because I carry makes me bad I assume. Where’s the trust? It works both ways you know.
Actually, that used to be the thing to do. As one cop told me, “when you are in the car, I cannot see what you have in your hands.”
The deal now is to remain seated with your hands on the steering wheel. If I have time, I try to have my concealed carry permit and drivers license ready to show.

I don’t believe there is a law that says that, so until there is, I shall do what I feel is right at the moment. If I were to have a permit for CC, it is none of their business, unless the law says so. That is not the case in all states.

Thankfully, here in Arizona law abiding citizens don’t need a CCW permit, we can just carry open or concealed. Anytime a person is pulled over & has a firearm in the vehicle, driver’s side window down, both hands out the window & rotating @ the wrist, the LEO knows you’re packing & trust me, the cop will appreciate it!!

When ever I am pulled over I keep my hands where an officer can see them and since I am usually armed I inform him of that as well. Hands in the air seems a bit much but there are common sence ways to handle encounters with officers.

Police also have the right to defend themselves. It is another story that any problem in America nowdays is approached from the wrong side. They are being shot, suspects can resist arrest, criminals can run away and you do not have any means to stop them. Add to that that overcoming a suspect takes sometimes 5-10 police officers, add to that that stupid requirements of diversity in police force pushes to the second level expectation that police officer is strong enough not to fail in those dangerous situations and we even put women in police car which is the most stupid and dangerous thing to do for both the woman and for the suspect (do you expect her to wait until the suspect overcomes her before she shoots?).
The law should be much simpler. And it should put the whole burden on the suspect not on the police officer. If you run away, police makes a couple of warning shots and then shoots you, well maybe trying to inflict appropriate wound to stop you and avoid killing if possible.
If you resist arrest, he has the right to shoot you. If you do not obey police’s commands, they have the right to shoot into you. As simple as that. We do not have to raise our hands before police commands you to do that. And police sees who is more probable to produce weapon and if this is mostly blacks, then be it, be prepared to raise you hands or die. If you do not like it that it mostly happens to blacks, change your community.
We will soon have a shortage of police, or they will be just collecting their salaries and wear uniform but not protect us.

I am not an LEO, though I did want to be when I was 19. Unfortunately, I am too honest and wasn’t able to lie on the interview when I was going to enlist in the Air Force in 1976. There was a question that denied enlistment, same one denies LEO hiring in many departments, though not all. To this day I often consider the possibility when I read about the need for those who could pass the physical and security clearance, which I could, even at my age. Now it’s getting so crazy out there on the streets, you are like a target if you are wearing a uniform and badge. It’s a sad state of affairs we are in the midst of.

Yes, there have been a number of abuses. and there always will be abuses. Civilized communities should and will handle these on a case by case basis. The media will always make it a big deal out of it as they should but a prudent citizen might ask how many contacts with Police were made in our country today that resulted in either service or protection. Police will rarely make a mistake, Parents will rarely make a mistake. Anywhere you find human beings you will find an occasional mistake. Do we need more Legislation in an attempt to eliminate these mistakes. Your legislators think so. It will assure that their part time job will take full time effort. A badge and a gun is authority. What I have seen of the last dozen or so incidents a little respect for the badge and the gun would have eliminated the issue. No I am in no way connected to law enforcement.

I’m a retired LEO, and I am having a difficult time trying to wrap my head around such an asinine law. I don’t believe it’s enforceable anyway. I have no problem putting my hands on the steering wheel until the officer gets to me. I also usually carry, and Michigan requires us to declare to the officer if we are armed at the time.
Most competent officers are on high awareness these days as they approach a vehicle anyway. I always was, and the climate wasn’t near as bad for a cop then as it is now. To LEHensen, I take great offense at your blanket condemnation of officers as unable to hold a “real job”. I held a real job that paid me a lot better than law enforcement. However, the first time I did a ride a long, I fell in love with the job, and made it a career. It sure as hell wasn’t the money that attracted me. It was the idea of helping others in need, along with getting bad people off the streets.
There will always be bad officers. They can only be weeded out as they screw up. Don’t judge the good majority by those few that are sensationalized by the media.

I happen to live in Topeka and this information is wrong. Police want to have the driver of a vehicle place hands on the wheel, and a passenger place hands on the dash so that they are in view. This is not unreasonable since we have had 3 officers murdered by scumbags in the last 3 years during vehicle stops. This has nothing to do with encountering police if you are not in a vehicle. Also all TPD officers wear body cams that are on all the time. They can’t turn them off or alter the footage. It would be nice if the author would give out all the facts not just the ones that piss people off. No I am not a police officer, but I do work closely with them as a firefighter. I also know how tough it is as I was one of the people that had to scrub a good officer’s blood off of the street after he was murdered. Not all LEO are bad and deserve to be treated with some respect. They have a hard job and some pay the ultimate price for trying to protect YOU.

Sure it’s a real job, for underachievers. Didn’t you know? Most states feel that competent people wouldn’t want to be police, and so refuse to hire them. They prefer lower IQs to high IQs and usually reject applicants over a certain IQ.
REAL is the job people go to every day and Do NOT get others wasting OVERTIME and vehicles – on the tax payers backs when there is an accident or death while “on duty” (SIC). TIRED of hearing “hero’s” when in reality IF they (+85%) were CORRECTING the BAD ONES (apx 5%) and “family” members (incompetent, PC, or otherwise WRONG for the “job). That is how LEO’s are encouraged to think. Everyone they encounter is guilty of something. That attitude alone is why the public is so suspicious of them. The massive militarization of local police departments is the next reason for suspicion. Add on the confiscation of assets without being even charged or convicted of a crime is the third. Police departments all over the country are out of control but not in their view. Annual psychological testing must be made mandatory.

I agree with you. When I was a teenager there were at least 6 guys in the neighborhood that could only be described as “punks”. They were the first to get into anything considered “not right” at the time. First to smoke, drag race, petty theft, bullying, fist fights and more. Nothing felonious mind you but anti-social activities. Well, guess what? These were the very people that all because cops. With a badge they were now able to continue their “smutty” activities and get away with them. I’ll bet there are a lot more of these types of cops then people want to believe. We always hear about a bad apple or two. I believe there are a lot more bad apples than one or two. Absolute power corrupts absolutely.
I was trained my the retired firearms training officer for the Sheriff Office and that is how he told is to handle it. As long as you have a CCW you are fine, and I have yet to receive a ticket.

The job of the Supreme Court is not to “legislate from the bench,” but to offer their legal OPINIONS only, and then defer to Congress. The Founding Fathers NEVER intended that 9 people decide the fate of 300 million people in the united States of America. So then the next problem is that Congress defers to the President, so that they do not have to vote yea or nay on touchy subjects, so they can continue to get re-elected into perpetuity. Thus the President becomes a dictator, and I suppose everyone is happy EXCEPT the PEOPLE.

I have always said “You can’t get stabbed in a bar if you don’t go in a bar”. I run into stupid people all the time that are not cops and do things that endanger other people’s lives. But the thing is as far as “weeding out the bad cops,” it seems to me that almost every time there is a bad cop in TODAY’S world, and a so called “investigation” is done by Eric Holder and this gang of merry thugs, the result is almost always the same, that being “The officer was following procedure.” Really? Since there is no real law in this country. The United States of America runs two governments simultaneously. One government is for legal fictions, and the other is for real men and women.They use the government for legal fictions almost exclusively now, and that government totally disregards the Constitution FOR the united States of America, which is the Law of the LAND, and instead they use what they refer to as “Public Policy.” Public Policy is NOT law. It is basically the whims of cops, judges, and politicians.. Many judges have actually ADMITTED in court that the “law” is whatever they say it is. Courts today, just like the government, are PRIVATE FOR PROFIT CORPORATIONS, so it really doesn’t matter to the judge who wins or loses, as long as the court makes money, but most of the time, you will find that the Plaintiff wins . Prisons are also owned and operated mostly now by PRIVATE, FOR PROFIT CORPORATIONS. I believe the reason the US has so many more prisoners than any other country is because, while your every day citizen is losing his/her job, the private FOR PROFIT CORPORATE owned prisons are getting almost FREE labor from prisoners, rather than to have to pay decent wages to all those Americans whose jobs have been lost. Therefore they make TONS and TONS of $$$$$. Our entire country is being run by Corporations, bankers, and attorneys. We no longer operate under a Constitutional government If you go into the average court today, (which is NOT a Common Law court, but an Admiralty or Statutory court), talking about your “Constitutional Rights,” you may be found in contempt of court. The bottom line is when it comes to the government, it’s like that song says, “Believe half of what you see and NONE of what you hear,” because 99% of our so called “representatives” are, shall we say, less than truthful, and the same goes for the media in most cases. It’s a sad day when I have to turn on Russian TV to find out what is REALLY going on in the US, and all over the world!
So I wonder how many CRIMINALS stick their hands out the window and twirl their wrists around when being pulled over by cops. So why should YOU, a law-abiding citizen, have to do that? Law abiding citizens should not have to be subjected to “asking permission from ‘mommy and daddy’ government” if we can have a gun for Christmas. If we are grown, responsible, law abiding citizens, we should not need a license to protect ourselves. And if we have no criminal record, we should not have to jump through 1000 hoops to exercise our God given right to defend ourselves, and we should also be able to carry any type of weapon we want without paying a $200 fee and jumping through more hoops. The REAL CRIMINALS don’t do that, so why should WE have to? I’m just sayin ….. You are obviously a bitter LEO that had a bad experience with YOUR department. As another retired LEO with over 25 years of honorable service I take exception to the way that you word your posting and try to paint all LEOs and all agencies with your broad brush, and no I am not a bad cop nor am I someone sucking on the taxpayers money. The simple fact that you state that anyone that doesn’t agree with you must be a bad cop states a lot about you. I suggest that you take a hard look in the mirror.
To Planotm- You too should look around, these days most applicants have at least an undergrad degree to get hired. When I retired I had finished my Masters while working full time.
I’m curious what “question” would deny entry into the AF in ’76 that would still not allow you to be a civilian LEO. I went into the AF in ’78 as an SP and then into civilian LE when I got out. If whatever it was is that bad then you couldn’t qualify for an S or a TS clearance. Again, no disrespect intended just curious.
I concur, as both a military and a civilian LEO my opinion is that if this story is in fact correct they are out of their minds to ask this, now with that said. If you get stopped by a unit it is smart to keep your hands in plain view and not make a quick move, that is common sense.
Not true at all, new officers are NOT taught that everyone is guilty of something. Some areas may have issues but this is NOT the norm, it is the exception to the rule. Every profession has problems, law enforcement is no different except that the current media blitz is to blame all LEOs for the stupid and sometimes unlawful acts of a very few.

When my kids were young I taught them that the police were “good guys” and could be approached when they needed help. Apparently I was wrong and my kids were “bad guys” who needed to be wary because a police officer would assume they were a threat until proven otherwise. When did we become a society where the guilty are the majority and the innocent should probably stay home because it’s not safe outside?

LEO work is tough dangerous and scary. It doesn’t matter how tough you are. When you walk up to car that you cannot see everybody or everything in it, it’s tough not to pull your pistol and say, “Alright everybody out of the car…NOW!” BUT you can’t do that!!! “You are innocent” until proven guilty and a LEO does not get to pass judgment … that’s for a judge and or jury. So what can we do to make it safe for both the civilian and the LEO?? NUMBER 1 … don’t break the law…lot of the complainers have broken the law and then they are mad at the LEO because he caught them. NUMBER 2: Show the LEO your hands and keep them in plain sight. I have always done this because I know hidden hands are a red flag. NUMBER 3: LEO asks to see your hands and if you fail to show them he can write you up for a misdemeanor. BUT … like everything else … the LEO “must have” probable cause before he asks you to show him your hands. It can’t be because he feels like it or he thought you were suspicious looking etc. Real… clearly defined probable cause. I understand it when a 30 year old officer, who is trying to do his job per the law and per the constitution, wanting to go home to his wife and 2 yr old to 10 year old children. As it with with all things you cannot have it all one way. The civilians can’t expect to be able to spit on the officer anymore than the officer can spit on them.

If you have the ‘inner ability” to separate the biases & propaganda from reality,” you will get a much better sense of what is really going on by watching foreign TV stations, than by watching almost ANY US TV station.
FOX, to me, USED TO seem to be the most reliable in the US, but they have completely changed their platform to total nonsense, and I hardly watch it at all any more. For example, the show, “The Five,” reminds me of being no different from “The VIEW!” What the heck – that’s NOT news. That is frivolous and meaningless conversation for the most part to distract Americans from what is really going on. I also like watching Glenn Beck, but other than his own show, “For The Record,” and sometimes “DANA,” there is also a lot of nonsense on there too.

I think the full story needs to be told befor we start judgment day on the Police officers. Yes there are bad officers and we should weed them out. Stop and think about the officer he is working his job and is pulling over some one that person could be a bank robber a ax murderer or just plain Joe going to the store or work he does not know so he has to protect himself from the possibility. He or she has a faily that would like him or her to come home that day safely. If an officer has stepped over the boundries and broken the law then he or she needs to be treat with a higher standard so if they break the law then the hammer should be brought down on them hard.

There have been too many instances of police errors, mistakes, and misconduct that have not been properly addressed. From harassing honest citizens over minor disagreements, questionable shootings of honest citizens, to SWAT teams raiding “the wrong house”, smashing everything in sight, with no apologies to the occupants for their “mistakes”, there is something seriously amiss with law enforcement in this country.
Militarization, along with the “us vs. them” attitude, seeing the general public as the “enemy”, treating the public with suspicion, many of those that comprise the “thin blue line” do much to alienate themselves from their “bosses”, the law-abiding public.
Police have forgotten that a little “Andy Taylor” can go a long way in soothing fears that the public has of law enforcement…
“Blow back” has arrived with extremely unconscionable and tragic results…
No humans in their right mind want to see anyone lose their life at the hands of criminals of any sort, especially “law enforcement officers”–those who are charged with “keeping the peace”.
It seems that in today’s supercharged climate of “officer safety”, innocent civilian lives have been extinguished, with tragic results.
Part of the “problem” has to do with the elevation of “officer safety”, trumping “citizen safety”. It seems that honest citizens have been relegated to second-class “status”, being expendable whenever a “law enforcement” officer’s (perceived) “safety” is threatened.
The hypocrisy is so blatant, that even with incontrovertible video and audio evidence, police-friendly prosecutors, along with “rubber stamp” grand juries STILL absolve rogue cops of wrongdoing.
The public is not stupid, seeing through the double-standard that presently exists. This, in no certain terms, absolves anyone of responsibility for perpetrating unnecessary violence against “law enforcement” or the general public…
The sad part of this whole situation is that when the SHTF, the 99% of good cops will suffer, as those with “axes to grind” will see only the uniform and will be unable (or even unwilling) to differentiate between the “good” and the few “bad”…collateral damage at its worst.
Non-violent changes in the whole system are sorely needed……
There is much angst and consternation against prosecutors and grand juries who refuse to bring charges against police officers, even when incontrovertible evidence is presented. Even with incontrovertible audio and video evidence, prosecutors are loath to prosecute rogue law enforcement personnel.
Let’s examine the reasons why it is so difficult to prosecute thug cops:
Most prosecutors are former police officers or have extensive dealings with police departments and have ongoing relationships with police departments in their respective jurisdictions. They are friendly with the judges in their jurisdictions, as well. This, along with “absolute immunity” makes it easy for them to “cover up” police abuses and behavior. Prosecutors cannot be sued for malfeasance…it takes a judge (who prosecutors are friendly with) to bring charges on a rogue prosecutor (which almost never happens).
In addition, prosecutors guide the actions of grand juries. Prosecutors are not required to introduce any evidence to grand juries, (can and do) easily “whitewash” the actions of rogue cops. On the other hand, prosecutors can (and often do) go after honest citizens who seek justice outside official channels…prosecutors have ultimate power and are not afraid to use it…their immunity sees to that.
Another aspect to a grand jury’s inability to prosecute bad cops is the fear of retribution…cops drive around all day, have nothing but time, have access to various databases, and can easily get the names and addresses of grand jurors…this, in itself can be a powerful deterrent against grand jurors who “want to do the right thing” and prosecute bad cops. There are many cases of cops parking in front of grand jurors’ residences, following them around, and threaten to issue citations to them, in order to “convince” them to “make the right decision”…the “thin blue line” at its worst…
The whole system has to change.
Eliminate absolute and qualified immunity for all public officials. The fear of personal lawsuits would be a powerful deterrent against abuses of the public.
Any funds disbursed to civilians as a result of official misconduct must be taken from the police pension funds–NOT from the taxpayers.
Grand juries must be superior to the prosecutor; ALL evidence must be presented to grand jurors. Failure to do so must be considered a felony and subject prosecutors to prosecution themselves.
No police agency can be allowed to investigate itself. Internal affairs departments must be restricted to minor in-house investigations of behavior between cops. All investigations must be handled by outside agencies, preferably at the state level.
Civilian police review boards must be free of police influence. Members of civilian review boards must have NO ties to police departments. Relatives of police would be prohibited from serving…Recently, the “supreme court” threw police another “bone”. The court ruled that police are not responsible for their actions if they are “ignorant of the law”…now, let’s get this straight–honest citizens cannot use “ignorance of the law” as an excuse, but cops can??
…law enforcement work is NOT inherently “dangerous”…commercial fishermen, iron workers and many other skilled trades jobs have much higher fatality rates.
As to the officer “wanting to go home at night” I have absolutely NO PROBLEM with that. Shouldn’t the honest citizen have the same expectation, after a police interaction??
Police get PAID to put themselves “in harm’s way”…if “law enforcement” cannot handle the heat, maybe another line of work should be considered…
